I think after hitting Yaks Bend, you start to see better drops. They will come, just enjoy the game and dont worry. I dont even know where riverside is, im thinking Lions Arch area maybe.

Might be those river drakes all the level 12s go off and kill all the time.

Im lvl 9 war/nec and I still havent done the searing. I have been getting great drops and xp north of the wall.
